		<description>I agree with your point that &quot;the question isn’t &#039;who owns the app&#039;”... and would like to change the perspective even further.

The eye opening moment is when you get both development and operations to understand that they are all stakeholders in a _business_ process and that their individual success and failure is tied to the success of that business process. 

If you can achieve that cultural shift, the idea of one group or the other &quot;owning an app&quot; seems ridiculous. Everyone has specific role to play, but they are all part owners of the success of the business process.
